The Capital Development Committee voted unanimously to instruct staff to draft a letter of support for Senate Bill 149, a measure sponsors said will require capital investments to address gaps in the state’s competency and treatment systems.
A sponsor presenting the bill said the fiscal note (pages 15–17) shows a need for additional contract capacity and construction of beds; the sponsor said the state anticipates "a need of an additional 32 beds in the state, particularly for individuals placed on enhanced protective placement, or those with neurocognitive needs, IDD, etcetera." The sponsor described a combined approach that may include refurbishing units at existing facilities (the sponsor named Fort Logan and a Pueblo facility) and contracting for immediate needs.
Why it matters: sponsors and staff told the committee that reforms on both criminal and civil competency pathways will increase demand for secure and specialized treatment beds; CDC’s advisory letter is intended to relay committee-level support and technical observations to the body considering the bill.
Action taken: the vice chair moved that CDC staff draft a letter of support for SB 149 to be sent to the full House; the committee voted in favor by recorded voice and the chair announced the motion passed unanimously.
Next steps: staff will prepare the advisory letter reflecting committee input and the action will be transmitted per committee procedures.
