Commission approves A&E contract for court‑services support building and authorizes debt issuance placeholder

The Alachua County Commission approved contract 12/1942 with DLR Group for architectural and engineering services for a proposed court services support building and authorized a budget amendment and the pursuit of debt issuance to finance the project.

Public Works Director Ramon Galarrete described the contract as the A&E services for the court services support building. He said the contract includes a fixed fee of about $897,000 and an additional roughly $63,000 for geotechnical and other nonstandard services. Galarrete described the project as part of a previously adopted master plan and said it would consolidate operations currently leased at the Empire Building and relocate functions including drug court, probation, day reporting, pretrial services and outpatient treatment coordination.

Commissioners questioned the budget placeholder and design assumptions

Several commissioners pressed staff on the proposed $12,000,000 debt‑issuance placeholder: "How do we know how much to go out for if we don't have the A&E?" one commissioner asked. Galarrete said the consultant will produce probable‑cost estimates during design and that final loan amounts and contingencies would be set at that time. County staff and the manager said the $12 million figure had been estimated high based on current per‑square‑foot costs and that any draw on debt would reflect actual needs; if costs exceed the placeholder, the board would be asked to approve additional borrowing.

Design scope and site

Staff said the building is estimated around 28,000 square feet plus site development, which could be significant due to road closures and new parking. The A&E contract will fund design work that will refine cost estimates and financing needs; staff said the PO for the A&E fee would come from current funds but that debt issuance would be sought later once probable costs are clarified.

Vote and next steps

A motion to approve the contract and to authorize staff to pursue debt issuance was made and seconded; the board approved the recommendation 5–0. Staff will proceed with design work and return to the board with refined cost estimates and any request to draw on debt financing.
