The director told the committee that eligibility is based on a valid Vermont address and that cards can be issued digitally or by mail.
Committee members pressed operational details: whether a PO box would qualify as a Vermont address, whether minors need separate cards and whether the state negotiates directly with manufacturers. The state director said the program verifies addresses (and that program rules differ from statutory residency tests), parents or guardians can use their accounts for children, and the state would have a seat on a collaborative steering committee but would not directly negotiate drug prices with manufacturers.
The state director cited Connecticut’s early experience to justify outreach funding, saying paid advertising was necessary to drive enrollment after the state saw uptake under 1% without initial marketing. Fiscal staff also noted the fiscal note is brief and that the appropriation is the only direct appropriation in H577.
