The City of Gainesville has proposed a pilot to create outdoor dining/seat areas downtown and asked whether the county would allow use of the West Lawn for picnic tables and tents through mid‑December. County staff described planned purchasing of picnic tables for parks that could be used on the West Lawn, with tents available from city vendors.
Commissioner Cornell expressed concern that county‑sponsored congregating areas could contradict emergency order goals to limit large gatherings; Commissioner Mary Helen worried about vulnerable adolescents and the possibility of the lawn becoming a magnet for parties. Commissioner Bierley and Chair favored a low‑risk pilot—deploying picnic tables the county already planned to buy, spaced appropriately and with no tents—to support downtown businesses and provide safer outdoor options. Manager Lieberman said staff will discuss the city's proposal in the joint meeting with Gainesville and return with recommended parameters.
Commissioners asked city staff to clarify policing, liability, and plan details; the chair said the city’s police would enforce any rules and the county would seek coordination with the University of Florida and the school district for mitigation. The county did not vote to authorize implementation today but agreed to bring the item back after the city presents details.
