Administration advised the board that approving the project before July 1 would "grandfather" current federal rebates and stockpiles, improving the cash‑flow case for the project. "Once July 1 hits, you have the different federal legislations. If we approve it, now we get grandfathered in," the presenter said.
The proposal was presented in modular motions: three rooftop contracts that together would account for roughly the majority of roof coverage and a separate motion for the ground array. Administration said rooftop mounts would be ballasted on flat sections of roof and described the ground arrays as using steel beams pounded into the ground (not poured foundations). The vendor would form a project LLC (e.g., an LLC named for the district) to manage the installations.
Several board members and audience participants raised concerns about the visual impact and siting of a ground array proposed near parent pick‑up/drop‑off and athletic fields. One board member said the ground array placement would reduce foot traffic access and create an unattractive frontage. "I'm dead set against anything on the ground," another trustee said, arguing the shown placement would be too visible from parent traffic areas.
Board members requested more detailed visuals — including an augmented‑reality (AR) view at multiple angles — and clearer contract language tying approval to conditional variance or township setback permissions for ground arrays. Administration agreed to obtain more accurate renderings, total panel counts and to consider a condition that the ground array proceed only if township approvals and placement conditions are resolved.
The board did not vote on solar motions at the committee meeting; administration said contracts remain under negotiation and that the item could be tabled or carried to the next meeting while final details and legal protections are added.
