One council member suggested HR assemble comparative data internally first; others argued that a third-party study reduces internal bias and better supports decisions about new positions and long-term planning. "I think it's really helpful for comprehension... It's not about increasing pay. It's about making informed strategic decisions," a presenter said.
After extended discussion about costs, scope, and the town's current turnover (several councilors said turnover does not yet justify the expense), no motion was made to proceed with a study; the item was deferred for additional information and possible future action.
