Council tables food-hall outdoor-dining easement amid ADA and sidewalk concerns

Council tabled, by unanimous vote, a proposed easement that would authorize outdoor dining areas for the Flagship City Food Hall at 22 North Park Road and 508 State Street.

Councilor Horton requested the separation and tabling of the item to allow staff and councilors time to verify the extent of the sidewalk area proposed for conversion to outdoor seating. Horton and other councilors said they wanted on-site measurements, photos with dimensions, and confirmation that ADA-required clear passage for mobility devices would be preserved, particularly given special events (Celebrate Erie) and heavy pedestrian use on State Street.

The solicitor’s office noted that any formal easement documentation and limitations on signage, spacing and insurance would be handled through the solicitor and that the diagram provided by the applicant could be supplemented. Council moved by Horton, seconded by Flores, to table the easement; the motion passed 7–0. Councilors asked staff to return with clearer drawings and field measurements for the next meeting if possible, to allow a timely decision that would not unduly delay businesses in the construction season.
