Washington County commissioners approve Job & Family Services cost-allocation plan and routine budget moves

The Board of County Commissioners of Washington County, Ohio, on Dec. 31 approved a county-wide cost-allocation plan that requires Job & Family Services (JFS) to reimburse the County General Fund $127,052 during calendar year 2026.

Vice President Eddie D. Place moved to approve the plan, and President Charlie L. Schilling seconded. The board authorized the payment to be made in monthly installments of $10,587.67, noting The Maximus Company compiled the county-wide plan. The motion passed on a roll-call vote: Charlie Schilling aye; Eddie Place aye; Greg Nohe absent.

The board also approved several routine fiscal items. Commissioners accepted two additional appropriations: $39.12 to County General (account 1000-30-170-511100) and $24.14 to the TCAP Grant (2208-31-200-511100). They approved intra-departmental transfers in the Soil & Water fund — $350 to 6240-50-400-511000 and $20 to 6240-50-400-511800 — and authorized travel and training reimbursements for Children Services personnel.

The travel approvals included scheduled required visits for Sabrina Buchanan (Children Services) to multiple locations in January, with dates and destinations recorded in the meeting minutes. Mr. Place moved to approve the travel reimbursements; Mr. Schilling seconded, and the votes were Schilling aye; Place aye; Nohe absent.

The actions taken were recorded in accordance with Ohio Revised Code 305.05 and will take effect as administrative authorizations for county staff to process payments and travel claims. The meeting adjourned at 9:22 a.m.
