The Kingsburg City Council reviewed draft objective design standards May 6 intended to provide measurable, verifiable standards for by‑right affordable multifamily projects and to meet a housing element program requirement. Community Development Director Holly Owen said objective standards are meant to be "measurable" and "knowable to all parties prior to project submittal" and noted examples such as minimum front setbacks or paved sidewalk widths.
Owen said the standards are intended to serve as a safety net for streamlined, by‑right affordable housing projects and that the item will return after planning commission review. Council members asked whether the standards must be submitted to the state and how objectivity can be achieved without excessive rigidity. Owen said staff would check state submission requirements and that the draft will be refined with planning commission input.
No council action was taken; staff will forward comments to planning commission and bring a revised draft back for future action.
