The Denison City Council unanimously approved ordinances on May 4 adopting updated 2026 standard construction details and an updated public works design manual, measures the city says will standardize construction expectations for developers and city operations.
Miss Starnes, a public works staff presenter, told the council the updates are produced annually to reduce ambiguity for engineers, contractors, homeowners and staff. Starnes highlighted several specific changes: clarified testing timelines for water and sewer mains, updates to front-load solid-waste dumpster enclosure specifications, addition of an AWWA and NFPA hydrant-color table and notes, and a new requirement that newly installed fire hydrants include a quick-connect coupling so firefighters can attach hoses with a quarter turn rather than threading metal hose couplings.
"The quick connect coupling will allow fire personnel to attach to a hydrant with a simple quarter turn," Starnes said, describing the change as a practical improvement to ensure a watertight connection with less maintenance.
Council members asked about who reviews compliance and whether third-party engineers would govern approvals. Starnes said the North Central Texas Council of Governments manuals inform the updates and that the city uses third-party engineers for larger or complex projects while staff handles more routine approvals. She also described a variance process that allows applicants to request deviations; the public works director reviews those requests and can approve alternatives that are safe and appropriate.
Councilman Massey raised concerns about rigidity he has observed from third-party engineering firms and urged ensuring staff retain flexibility to consider the character of older neighborhoods. "The reputation of a third party engineering firm outside of our city is that they tend to be a little bit more black and white, and not as flexible to the nuance of an older city that's trying to become newer," Massey said, pressing that staff should be able to approve reasonable deviations when justified.
Massey moved to adopt the ordinance amending Ordinance 5238 to adopt the updated 2026 standard construction details; the motion was seconded (recorded as by Councilman Thomas) and carried unanimously. The council then approved a companion ordinance amending Ordinance 5280 to adopt the updated 2026 public works design manual; that motion likewise passed on an oral unanimous vote.
Mayor Robert Crowley thanked staff for the work and closed the item. The council noted no executive session was necessary and adjourned at 6:21 p.m.
