Supporters of the rewrite told the board the change was intended to reduce redundancy with state law and to provide flexibility to align tuition to regional conditions while retaining board approval for any fee changes. Administrative staff and the policy drafter explained the updated language is intended to rely on standard administrative procedures — enrollment processes, parent orientation and ongoing communication — to preserve operational clarity without repeating statutory requirements in regulation.
During the discussion, members noted past delays and procedural concerns: one member said a previously requested presentation took two to three months to reappear on an agenda. After debating options, the board approved a motion to refer IGCG‑R to the policy committee with a request that the committee consult the superintendent, treasurer and preschool staff and return recommended revisions ensuring consistency with board policy CHA and preservation of operational detail for oversight.
The board set the item to return at the next board meeting or after the policy committee completes its review; the referral was made without a final second‑reading vote.
