The Green River City Council approved change order number 1 for the Riverview Drive reconstruction project, increasing the contract by $311,859 and bringing the total contract amount to $2,468,458.29.
Dustin Romero of the Public Works Department (speaker S12) told the council the lower-than-expected bid allowed the city to extend the project limits on both ends to replace additional asphalt and to strengthen sections of pavement. "We're proposing to rehabilitate roughly 7,400 square yards of asphalt," Romero said, and described overlay depths and reconstruction approaches for different segments of the corridor. He said unit rates were checked against market rates and that adding work while the contractor is on site saved mobilization costs.
Several council members pressed on legal and budget questions tied to the city's 6P funding (a voter-approved pavement program). One council member asked whether adding this work effectively created a new phase beyond the original advertised project; staff and another council member who serves on the 6P committee explained that pavement preservation is a listed line item in the 6P resolution and that this work falls within that language. Staff also said the project remains under the city's original estimate despite the change order.
After discussion the council moved to approve change order #1; the motion carried by voice vote. Council and staff said the change order represents an opportunity to complete a larger contiguous portion of Riverview while the contractor is on site, and staff will manage the contract modifications.
