Pulliam said the fixtures meet the city's height (up to 70 feet) and flood-candle standards and that staff's site inspection found no issues. A neighborhood meeting on March 2 drew no attendees.
Mayor Pro Tem Hillary Shields moved second reading of bill 26‑082; the motion was seconded and the council recorded the outcome as passing with eight yes votes and one recusal (Council Member Frazier recused). Staff included a condition that the permit expire 05/12/2046 (20 years plus seven days) to account for the period between the old permit's expiration and council approval.
