Council renews Summit Christian Academy field-lighting permit for 20 years with condition

The council voted to renew a special use permit allowing outdoor athletic-field lighting at Summit Christian Academy, with staff recommending a 20‑year renewal plus seven days to bridge the original permit's expiration to May 12, 2046.

Planner Pierce Pulliam summarized the request: the permit covers lighting for a combined soccer/football field and a baseball field; the original 2016 approval allowed up to 10 lights but the applicant has installed only four on the football/soccer field and has no current plans to install the baseball-field lights. Pulliam said the fixtures meet the city's height (up to 70 feet) and flood-candle standards and that staff's site inspection found no issues. A neighborhood meeting on March 2 drew no attendees.

Mayor Pro Tem Hillary Shields moved second reading of bill 26‑082; the motion was seconded and the council recorded the outcome as passing with eight yes votes and one recusal (Council Member Frazier recused). Staff included a condition that the permit expire 05/12/2046 (20 years plus seven days) to account for the period between the old permit's expiration and council approval.

No members of the public spoke in opposition at the hearing, and council discussion focused on the absence of complaints and the orientation of the existing lights away from residences.
