The council considered a preliminary development plan (PDP) for the John Knox Village Country Club Corridor 'Hybrid Villas' project, a phased redevelopment that would add six mid-rise apartment buildings and associated parking and circulation changes on roughly 15 acres.
Architect Darren Spade described a three-phase plan to build six buildings with 15 units each (90 units total), tuck-under garage parking (15 stalls per building) and additional surface stalls to meet the 180-stall UDO requirement. Staff senior planner Adair Bright said the PDP meets the Unified Development Ordinance and recommended approval after Planning Commission's unanimous recommendation.
Council members asked about phasing, timelines and whether units are for sale or lease; the applicant said the units are for sale (market-rate) and that subsequent phases will be market-driven. Director of operations Eric Scott said three residents would be affected in the initial phase (one already relocated; two to be relocated later in May). Questions also covered building height (approximately 57 feet), golf-course reconfiguration and traffic impacts; the applicant said the design would angle holes away from Prior Road to limit stray balls and that total units would actually represent a net decrease in units compared with the demolished Manor/Villa buildings.
Mayor Pro Tem Shields moved for second reading of Bill 26‑083; the motion carried with a recorded outcome of passing (8 yes, 1 recusal). Staff will proceed with conditions of approval defined in the packet and monitor required site standards through permitting and final plan review.
