The Madison Board of Public Works and Safety on May 4 approved routine minutes and two claims dockets, authorized several event street closures and capital and grant payments, and adopted a new police phlebotomy policy.
Board members approved the general claims docket of $462,171.98 and a payroll docket of $286,632.34 by voice vote. The board also approved final pay application No. 6 to CDM Contracting for $99,074.50 to close out TSO upgrades; Chris Hale described the project as improving roofing, drainage and underlying metal structure "to make the TSO function better and better for our community as a whole." The board approved a sales agreement to purchase 2,854 utility meters, with payments spread over three years and an 11‑year cellular service term, which staff characterized as a price‑locking, cash‑flow advantage for the city. The board also approved a $33,000 contract with Zambelli Fireworks Manufacturing Company for the July 4 fireworks display; a title sponsor donated $15,000 and the event barge was donated.
Several event and street‑closure resolutions passed by voice vote: Movies in the Park (closing spaces on Vaughn Drive on four 2026 dates), the Riverfront "Weinstein and Barrel" closure, a first‑time Airstream Rally June 10–14 (43 rigs registered), and a Daughters of the American Revolution John Paul Chapter event on June 14. The board emphasized that departments, including public safety, have been notified and emergency access will be preserved.
On housing grants (PACE), the board approved a $12,500 midpoint release for 526 Jefferson Street and a $22,250 final payment for work at 845 West Main Street. The board also approved a scope adjustment for 1125 Walnut Street, increasing assistance from $7,100 to $9,350 to cover topsoil replacement after demolition; staff noted the site is "barely" above the floodplain and any new structure must meet base flood elevation requirements.
The meeting closed with public comments that included a resident's detailed complaint about heavy truck traffic and noise on West Main Street; staff said the city has a multi‑year restoration plan and bidding is scheduled next year with construction in 2027.
