"The purpose of the school board is to provide local governance, policy making, monitor district process, and ensure compliance with state and federal laws," Christina Ingram said, arguing that recent policies and committee actions have shifted decision authority toward administration and away from elected directors. She urged the board to "reclaim fiduciary oversight" and reconsider appointing the business manager as treasurer if conflicts remain unresolved.
Mara Diffendal, speaking for neighbors, pressed the board on the human effect of higher taxes and asked what specific steps the board will take to protect residents who struggle with rising costs. "Will the board commit to deeper public budget reviews before future tax increases?" she asked.
Molly Lum raised a separate operational complaint about escrowed funds and an Airport Road sidewalk commitment. Lum said inspection requests and correspondence show the district and an engineering firm discussed the escrow and that an inspection did not occur because an underdrain needed to be shut and a post-rain inspection completed. "So not only was the email not ignored as claimed by Northern Lebanon, but an inspection was also supposed to be scheduled," Lum said, and she urged the district to complete its sidewalk commitment.
Why it matters: public commenters asked for greater transparency on budget and policy decisions that affect tax bills and local safety projects. Several callers proposed specific remedies — including deeper budget reviews, clearer public explanations of cuts already made, and that at least one board member be appointed treasurer to preserve fiduciary oversight — proposals the board said it will consider when the items come up on the next agenda.
Board response and next steps: Chair acknowledged the remarks and the board scheduled the treasurer election and the proposed final budget for discussion next week. Commenters said they would submit additional documentation (Ingram) and urged the board to follow up on escrow and sidewalk work (Lum). No formal board action was taken at the committee meeting.
