On Tuesday the Village of Biscayne Park commission acted on several code updates.
Ordinance 2026‑02, which amends the land‑development code to regulate the installation and maintenance of synthetic turf consistent with state and DEP guidance, was adopted on second reading by a 5–0 vote after staff confirmed Planning Board recommendations had been incorporated.
Ordinance 2026‑03, revising exterior painting permit language to conform to Florida Statutes section 166.0483, passed on first reading 5–0. The change clarifies when repainting the same color does not require a permit and will return for second reading.
Ordinance 2026‑04 would move the village’s purchasing policies and procedures out of the codified ordinance text and allow the commission to adopt and update a detailed purchasing manual by resolution. The first reading passed 4–1 after a discussion about maintaining commission oversight versus streamlined updates through resolutions; one commissioner said the existing code provides stronger long‑term controls and preferred retaining ordinance‑level requirements.
Why it matters: The synthetic turf adoption and paint ordinance align local rules with state law and planning board input; the procurement change aims to provide administrative flexibility but raised concerns about shifting long‑term rules out of the code and into a resolution process.
What’s next: The paint and procurement ordinances will return for second readings and the procurement policy will be published as an accompanying resolution for commission review.
