The Laguna Niguel City Council on May 5 adopted Resolution 2026-1524, updating council policies and procedures to add language addressing disruption of telephonic or internet service during public meetings to comply with state law SB707.
Kevin O'Connor, assistant to the city manager, told the council that the 1994 policies have been amended over time and that the updates before the council are intended to improve internal efficiencies, reflect changes in state law related to required trainings and public meeting participation, and specifically add disruption-of-service language required by SB707. "Staff recommends that the city council adopt Resolution number 2026-1524, adopting an update to the city council policies and procedures and adding disruption of telephonic or Internet service during meetings to the city council policies and procedures," O'Connor said.
Council moved and seconded the item and the mayor announced the motion carried. The deputy city clerk reported there were no public comments on the item.
The resolution as presented will be incorporated into the council's policies and procedures document (attachment A of the agenda report). The meeting record does not contain a roll-call vote tally in the transcript; the mayor stated the motion carried.
