At a public hearing May 5, city staff presented the second annexation to Community Facilities District (CFD) No. 2024‑1, a district established in 2024 to provide a non‑general‑fund revenue source dedicated to ongoing maintenance and repairs of Old Town streetscape improvements. Staff said annexation applies to new development projects and to properties undergoing rehabilitation with a construction valuation exceeding $25,000.
Staff identified four properties as eligible for annexation for fiscal year 2026: Mexico Supermarket at 132 West Santa Fe Avenue; the property at 101 West Santa Fe Avenue; a new two‑story building at 202 West Santa Fe Avenue; and Micasita restaurant at 330 West Santa Fe Avenue. Staff said all affected property owners submitted signed petitions requesting inclusion and that an updated boundary map would be recorded with the Orange County Recorder's Office upon council action.
No members of the public spoke in opposition; the clerk advised that the election would be by acclamation. The council recorded unanimous yes votes and adopted the resolution authorizing the inclusion and approving the annexation map.
The resolution directs staff to record the annexation map in the Orange County Clerk-Recorder's office and implement CFD billing and maintenance procedures according to the district rules. The council recorded the action as approved by a vote of 5 yes.
Next steps: staff will record the annexation map and proceed with administrative implementation of CFD charges consistent with the district's formation documents.
