During public comment at the Washington County FY2027 budget hearing, a resident flagged what he called a possible material liability tied to sanitary‑district sewer infrastructure and municipal bond disclosures.

The commenter referred to last year’s infrastructure bond sales and to federal municipal‑securities disclosure obligations, saying the county should have notified investors of changes tied to an MDE administrative order and a federal lawsuit. He said the administrative developments could mean the county must pay “just compensation” or remediate sewer infrastructure and estimated the cost at about $30,000,000. “I’m estimating the cost around $30,000,000,” the speaker said.

County staff emphasized the county’s current bond rating and debt‑management practices during the budget presentation, but no county response or staff estimate addressing the commenter’s assertion was recorded in the public hearing.

The comment raises questions that, if verified, could affect the county’s debt capacity, disclosures to investors and future capital planning; county officials did not take action or offer a numeric rebuttal during the hearing.
