At its April 23 meeting the Passaic City Council moved and approved several consent blocks and introduced two ordinances for further consideration on May 5.
The council approved items 1–4 and 5–13 by motion and roll-call vote. Later the council moved and approved items 15–20. The council then introduced ordinance No. 21, which would amend the city code relating to street excavation to establish a five-year roadway moratorium and enhanced restoration requirements for recently improved roadways, and scheduled it for second and final reading on May 5. The council also introduced ordinance No. 22, a proposed $6,600,000 appropriation for roads, sewer and park improvements that includes $1,600,000 of city-reserved funds and a $5,000,000 grant expected from the State Department of Community Affairs for drainage improvements; the business administrator said the city had received an award letter and included grant match language in the 2024 capital outlay.
The council approved payment of bills by motion and roll call. The meeting closed with the mayor’s report about a Bring Your Child to Work Day event and a motion to adjourn; roll call recorded predominantly yes votes and one recorded 'No' from a council member during the adjournment vote.
Why it matters: The introduced ordinances, if approved on May 5, would change excavation rules and authorize a multi-million-dollar appropriation that funds local drainage and sewer improvements tied to state grant monies.
The city will return these ordinances for second and final readings at the May 5 meeting; no final ordinances were adopted at the April 23 session.
