Deputy Superintendent Derek Jensen walked the Manatee County School Board through a redline of the district's Student Progression Plan (SPP) at Tuesday's workshop, describing modest language changes and several notable policy clarifications the district proposes to advertise for public comment this month.
Jensen said the first substantive change is a grade-placement table intended to help schools place students who register with gaps in educational records or a two-year age discrepancy. The redline also reiterates that a child who will attain age 6 on or before Sept. 1 is eligible for first grade provided kindergarten completion or comparable assessments are met; Jensen said those rules are "very much grounded in Florida law."
The draft adds a private-pay, on-campus personalized education option as space allows and codifies a summer-bridge program required by state law for pre-K students who do not meet kindergarten-readiness thresholds. Jensen said the summer-bridge program would be a minimum of 4 hours per day for at least 25 days (100 hours).
Other technical changes include removing an obsolete reference to an appendix, replacing some references to "Manatee Virtual School" with the broader term "virtual school," and updating placement criteria for world-language courses and semester-exam makeup windows. Jensen said the proposed makeup window is shortened from 10 days to five, with administrator approval allowed for exceptions so schools can post grades in a timelier manner.
Several board members asked staff to follow up with clarifications: whether kindergarten is mandatory (staff agreed to follow up), how principals and counselors will recommend students for electives or targeted placement, and how the district will present comparability of pilot models in next year's evaluation. Jensen said staff will advertise the proposed changes and return with a recommended final adoption at the July 21 board meeting, alongside proposed changes to the student code of conduct.
Jensen said staff plans additional outreach and will provide a change log and binder showing redline edits to the public when the notice of intent to amend is advertised.
