A legislative panel adopted HDR 1101, a rule concerning the Oklahoma Medical Marijuana Authority, by unanimous vote on Thursday.
Chairman Kendrick, who presented the item, said the rule had been omitted from the business and commerce docket because the panel initially believed it would qualify as a major rule. "We subsequently subsequently determined that it was not, but we still need to address it or the rule doesn't pass through," Kendrick said as he moved for adoption.
Vice Chair Norwood recognized the motion and the chair opened the vote; the motion was seconded and unanimously approved. The chair declared the rule passed and returned the gavel to Kendrick.
Kendrick also told members that "we have about 3 or 4 SJRs that still have not come over" and that he expected them to arrive that day; he said the panel should be able to address those items within the next one or two days and that he would notify members when timing was clear.
Speaking about a previous meeting, Kendrick said he had been "pretty stern" with the Long Range Capital Planning Commission and added, "I apologize to them for capitalizing on an opportunity to say how frustrated I was with some of the agencies and using them as example." He said the commission subsequently withdrew their proposed rules and will work with him on drafting emergency rules to address the issue.
The panel adjourned after Kendrick asked for questions and none were offered. No further actions were recorded in the transcript.
