The Davenport commission voted to forward a rezoning request for 1703 North Division Street to city council, clearing the way for a one‑chair nail salon.
Staff recommended approval of REZ26‑03, saying the amendment from R‑4C (single‑ and two‑family central residential) to C‑1 (neighborhood commercial) is consistent with the city’s land‑use plan and compatible with surrounding zoning. Matt, a city staff member who presented the case, told commissioners the city notified property owners within 200 feet, held a neighborhood meeting at the subject property and received one letter in support.
“Division Street sees approximately 16,000 cars a day, and West 17th about 850 vehicles a day,” Matt said, summarizing traffic information supplied by engineering. Staff told the commission the salon is expected to generate about one to two weekday trips and four to five trips on Saturday. Engineering noted space for roughly five vehicles to park on the north side of West 17th immediately adjacent to the property; staff recommended as a condition that a minimum of two clearly delineated parking spaces be provided on the lot and that the existing gravel driveway be paved or otherwise cleaned up.
Applicant Bea Tran, who identified herself as the owner and gave the address as 1703 North Division, said the business would operate with a single chair and that she would pave the driveway and provide two parking spaces if required. “It’ll be a nail salon with one chair, one table,” Tran said. “We can clean up the pave the driveway to make two parking if needed.”
With no members of the public asking to speak further, the commission moved to vote. Commissioners Schneider, Thomas, Schilling, Garrington, Maness, Hepner, Eichelberry and Dunlap each voted yes and the motion to forward REZ26‑03 to city council with the staff conditions passed.
The case will now be considered by the Davenport City Council; the commission’s action was to recommend approval with the parking and driveway conditions noted by staff.
