Vanessa Phillips, director of forensic services for RISE Peer Recovery, told the board the organization's IRRx program, which operates in the Dubois County Security Center, served 224 individuals between January and March 2026 and recorded 596 individual check-ins and more than 800 engagements.
"We have currently a 54% completion rate, which is above our metric standard for success," Phillips said, describing program outcomes and services. She reported the program facilitated 135 groups over the quarter, provided 446 direct face-to-face contacts, helped participants secure employment before release and distributed reentry resources such as phones, cards and hygiene kits.
Phillips described efforts to sustain services through billing (about $115,000 generated so far) and a $3,000 reentry fund used to buy phones and gift cards for participants. She said the organization has partnered with the county and community groups, is billing for services going forward and expects to begin a psychiatric residency clinic to provide one full day (8 hours) per week of psychiatric residency coverage to the jail starting in July.
Commissioners asked about funding timelines; Phillips said the state contract ended in December 2026 and the organization must diversify revenue sources to remain sustainable. She thanked the county for an initial $50,000 contribution the board previously provided and described ongoing coordination with the sheriff, judges and probation to extend services across the justice system.
