City staff propose $2.8 million in donations from downtown TID 56 to help two struggling neighborhood TIDs

The committee took up an eighth amendment to Tax Incremental District (TID) 56 that would allocate surplus increment to two underperforming neighborhood districts, DCD officials said.

Alyssa Remington of the Department of City Development told the committee that TID 56 was created in 2004 to facilitate Riverwalk and public-infrastructure projects and that it has generated about $77,664,000 in revenue as of 2025. She proposed a donation amendment that would transfer $1,514,000 to TID 89 (Garfield & North) and $1,294,000 to TID 106 (McKinley School) so those districts can recover outstanding project costs and avoid future shortfalls.

Remington said both receiving districts were created for adaptive reuse and affordable-housing projects: TID 89 supported the Garfield School adaptive reuse and adjacent mixed-use affordable housing (including the Black Holocaust Museum space), while TID 106 assisted redevelopment of the McKinley School into 40 affordable rental units and four new single-family homes. Remington told members the recipients are producing increment more slowly than needed to cover debt and that the donations would retire outstanding obligations.

Members asked about occupancy and project status; Remington said McKinley is about 94% occupied and Garfield projects are in the mid-70s to low-80s occupancy range. The committee moved to recommend adoption and recorded no objection.

Next steps: The amendment will be forwarded for final action; DCD noted there are no new project costs in this amendment (it is a strict donation of surplus increment).
