City staff and the developer Scott Crawford presented a rezoning request to allow multifamily RM3 development on approximately 15 acres on West Bradley Road, including plans for ~101 senior units in townhouse-style flats and an eventual memory-care component.
Mark Marcus Morgan, vice president of development at Scott Crawford, said the proposal would be a mixed-income senior community with 80% market-rate units and 20% workforce housing, and that the developer plans phased construction with a later memory-care building of 60–80 units. The project partners with Kingdom Faith Fellowship Church, which will keep its existing church and provide community connections.
DPD staff said the site is consistent with the area plan and that City Plan Commission unanimously recommended approval. Alderwoman Taylor (appearing online) voiced strong support, citing district needs and the project's memory-care element. The public hearing drew no in-person opposition and the committee recommended approval by unanimous consent.
