Kelly Preasure, Facilities Manager, told commissioners three county roofs — including on the courthouse and two other county buildings — are about 25 years old and at the end of their typical life. Preasure recommended a reflective roof‑coating approach that could extend roof life by two 10‑year applications for considerably less than a full replacement.
"With that roof coating, we could save a ton of money," Preasure said, noting a full roofing-company replacement for the three roofs would be just north of $1,000,000, while coating applications and limited in‑house work would be substantially less. Preasure said staff with recent training can install coatings and that the treatment reduces roof temperature by roughly 30 percent, lowering HVAC demand.
Preasure also proposed using a portion of savings to install air conditioning on Building 12; he cited an estimate of about $35,000 for a 10‑unit AC installation and said a vendor has offered a three‑phase unit at cost, which could reduce net expense.
Commissioners generally expressed support and thanked facilities staff for pursuing a cost‑saving approach. Preasure said samples and additional detail would be provided and that some work could be done in‑house to further reduce costs.
Next steps: staff will refine cost estimates, present samples and scope, and bring a funding or procurement request to the commission if the coating approach is approved to proceed.
