Morganton sets June 1 public hearing on annexation of two Enola Road properties

City Attorney staff presented a voluntary annexation petition from Pappas Properties LLC for two contiguous parcels at 317 and 319 Enola Road. Keith Rigsby summarized the process: the council accepted the clerk's certification that the petition is sufficient, directed staff to publish the required newspaper notice and adopted a resolution calling a public hearing for 6 p.m. on June 1, 2026 in the City Hall Council Chamber.

Why it matters: If annexed following the public hearing and statutory process, the properties would become part of the city and subject to city zoning, services and taxes. The council’s action at this meeting set the public hearing process in motion; no final annexation decision was made.

A councilmember moved to accept the clerk’s certification and later moved to adopt the resolution calling the hearing; both motions passed by voice vote.
