Council approves $58,028 downtown plant-beautification contract on emergency passage

The council voted to approve an emergency ordinance (20-26-245, RFP PW27-03) authorizing the Office of Public Works to contract with MG Stewart Land Designs LLC for downtown plant beautification in an amount not to exceed $58,028. Director Fuchs told the council the work covers existing downtown planters and includes some placements in Ward 2 (South Grand/Clay's Barbecue area) and would include replacements where planters had drainage or freeze-thaw damage.

Alderman Sean Gregory (speaker 7) asked the staff to confirm boundaries for installation and requested plantings near 11th and the Clay's Barbecue area; Director Fuchs confirmed that South Grand locations would be covered and staff could make arrangements in the Southtown area. Alderman Rockford (speaker 23) asked whether the planters are a recurring purchase and raised concerns about drainage and winter storage; Director Fuchs said several planters showed irreparable damage and irrigation or reservoir features had caused issues in some models.

Alderman Williams (speaker 3) was the lone dissenting vote, questioning whether $58,000 on downtown plants was appropriate given the city's fiscal stress. "Here we are, $58,000 for some plants downtown with all the other needs that exist in this city," Williams said. The motion passed by a recorded voice tally of 9 yes, 1 no.

Next steps: the public-works director will coordinate placement and replacement logistics, and staff indicated the contract includes provisions for plant replacement where necessary.
