Pittsburg County commissioners unanimously approved an interlocal cooperation agreement April 27 that allows the Partners for Animal Welfare Society of McAlester (PAWS-McAlester) to use the Verner #2 Building at the Southeast Expo Center for monthly spay and neuter clinics.
Chairman Ross Selman explained the agreement and moved to approve it; Vice-Chairman Mike Haynes seconded the motion. Under the signed agreement, PAWS will verify clinic dates with the Expo director, provide an industrial sink and cabinet for installation in Verner #2, and may store equipment in a Conex container south of the building if space is available. The county agreed to install the sink and will not charge PAWS rental fees for the agreed dates. The initial term runs April 1 through June 30, 2026, and the parties may renew the agreement in one-year terms upon mutual approval.
The contract text specifies that PAWS is responsible for the conduct and safety of its staff, volunteers and participants, will indemnify and hold harmless Pittsburg County for PAWS operations except to the extent of county negligence, and must comply with applicable law. The agreement was presented to the board and approved without amendment.
The minutes include a supplemental liability/release form signed by a PAWS representative; the agreement also requires District Attorney review and Board approval before taking effect.
