The Rockwall City Council unanimously approved an ordinance on second reading to amend Plan Development District 76 (Z2026‑013) and later approved a sign-variance request for 607 White Hills.
For Z2026‑013, the ordinance reader described changes to development standards covering a 138.79-acre tract; after the second reading the council voted to adopt the amendment unanimously.
On the sign-variance item, staff described the property at the corner of Suncrest Drive and White Hills Drive where two new permitted buildings are under construction: a 3,700-square-foot car wash and a 2,750-square-foot retail/commercial building. The city’s sign ordinance allows one freestanding sign by right for a property of that size; the applicant requested approval for an additional monument sign. Jeffrey (staff) reviewed the sign regulations and an aerial exhibit, and the applicant’s general contractor, Hani Alkadi, explained the parcel supports two distinct businesses and replatting was not feasible.
Council member Lewis moved to approve the additional monument sign for 607 White Hills; the mayor seconded and the motion passed unanimously.
Both actions were routine votes with unanimous support in the May 4 meeting.
