Several Rockwall residents used the May 4 open forum to press the council and staff for action after repeated neighborhood incidents involving small motorbikes, e‑bikes and golf carts.
Rebecca Behm (1400 Palmer) told the council she has seen elementary and middle‑school children riding motorbikes and golf carts in her neighborhood, running stop signs and endangering pedestrians and drivers; she asked the council to consider fines or other enforcement. Lisa Bame (1400 Plumber) later described groups of children circling on knee‑high motorbikes, popping wheelies, riding in commercial parking lots and creating hazards for shoppers.
Mayor Tim McCall said the city manager and police chief would follow up, and city staff later reported the police department has run extra enforcement related to e‑bikes and similar vehicles, including an instance when officers stopped 11 children at once. The manager and staff emphasized enforcement is ongoing while also encouraging parental supervision and community reporting.
No formal policy change was made during the meeting; the council directed staff to coordinate with the police department on enforcement and follow up with residents.
