Lisa Trogante, director of Tourism and Culture, and Dory Grogan of the Miami Dolphins/Hard Rock Stadium presented the item and described a multi‑day activation (Wednesday–Sunday of race weekend) that organizers expect to grow into a long‑term footprint. Trogante said the $41,000 request covers application, permitting and square‑footage fees; event planning will still require payment for public‑safety staffing where the city provides those services.
Grogan told the committee that more than 18,000 people had registered as interested within six hours of the announcement. Commissioners sought details on footprints, sound levels and protections during sea‑turtle season; staff and organizers said the Fan Fest would be located west of the dunes, would end daily by 6 p.m., would use amber, west‑facing lighting, and must submit a lighting plan as part of the special‑event permitting process that will be reviewed by sustainability staff and Sea‑Turtle/FWC conditions.
During public comment Jane Cropp, representing the Art Deco Neighborhood Association, urged the committee not to let Lummus Park become a dumping ground for events and criticized repeated fee waivers. The chair and staff clarified that a fee waiver reduces fees collected but does not eliminate cost recovery for city public‑safety services when the city provides them.
The motion to return the item to the commission with a favorable recommendation to waive the special‑event fees passed 3‑0. Staff will bring a full package to the commission outlining permitting conditions, the lighting plan review and any mitigation measures for sea‑turtle season.
