At its March 12 Committee of the Whole meeting, the Boone County finance committee approved motions on several procurement and contract items and agreed to forward the actions to the full county board for final approval when required.
Key votes and outcomes recorded by the committee included:
- PCO for PSP office windows (Ringling Johnson): The committee approved PCO number 2 for $43,179.81 with the understanding the City of Belvidere will reimburse $25,900; motion moved by Mister Wiltsie and seconded by Mister Shoemaker. The item will be forwarded to the county board.
- Scandroli Construction — courthouse electric panel upgrades: The committee approved $29,855.26 to replace three additional electric panels; staff said the on-site contractor agreed to match prior pricing to avoid double contracting. Motion carried.
- Jannock Road bridge (Section 230912500) — award to low bidder (Civil): Engineering staff recommended awarding the bridge replacement to the low bidder for $801,760; the project replaces the existing structure with precast box culverts, adds 4-foot shoulders, and proceeds with recorded acquisition in place; the motion carried with one abstention recorded.
- Edgewood storm sewer — award to DPI Construction: The committee approved a $147,964 contract to install curb, gutter and storm sewer to address existing runoff, with one board member abstaining due to a business relationship; staff recommended the award after verifying bidder references.
- Phase 3 construction inspection services — Willett Hoffman & Associates (time and materials, up to $100,000): Staff said the contract will provide supplemental inspection and closeout assistance across several bridge projects; the committee approved forwarding the contract request to the county board.
Other administrative approvals included a credit card for the State's Attorney’s office manager and moving a Ringling Johnson PCO to the county board for reimbursement handling.
The committee recorded standard motions and carried votes on those procurements; several items were advanced to the full county board for final authorization.
