Council to place BMPO joint powers amendment on consent agenda to allow non-voting ex officio experts

Staff presented a proposed amendment to the Bonneville Metropolitan Planning Organization (BMPO) joint powers agreement that would permit non-voting ex officio subject-matter experts to participate in policy-board meetings to answer technical questions during public hearings.

Staff said the change would allow the mayor to sign an amended joint powers agreement (with signatures from all entities in the region) and that it was reviewed by legal counsel. Council agreed the amendment was appropriate for the consent agenda at the upcoming regular meeting and asked staff to ensure documentation was attached.

No substantive debate occurred; staff said other entities (Ammon, Bonneville County, etc.) must also approve the change for it to take effect.
