City staff updated Lock Haven City Council on the status of a comprehensive zoning and subdivision/land development ordinance rewrite, and outlined a public engagement and review schedule leading to a planned Aug. 3 adoption.
Staff said the project has been under way since last spring, that the consultant (Stewart Group) conducted four focus groups in March 2026 plus additional community engagement, and that the planning commission and a steering committee have reviewed draft articles and the draft zoning map. Staff noted the process will require advertised public hearings and two readings before adoption, and that planning commission review of additional articles is scheduled in the coming days.
One council member praised the focus‑group feedback and said housing and affordability themes stood out in local comments. Staff said the city will coordinate reviews with Clayton County where needed and will return to council with required public‑hearing notices and reading schedules.
Council did not act to adopt code changes at the meeting; staff provided the schedule and asked for council guidance and awareness of the planned summer engagement and reading timeline.
