Jesse Wiles, representing Greater Turner Chapel AME Church, presented a request to rezone 4685 Cascade Road from R‑3 (single‑family) to SH (senior housing) and to amend the future land use designation. Wiles described a senior village with approximately 24 one‑story cottages, a small garden‑style assisted‑living building (about 20 units), an on‑site community center and walking trails intended for seniors who wish to downsize but remain in the neighborhood.
A number of residents raised concerns about the project's traffic impacts at the intersection of New Hope and Cascade — one resident said it already takes 5–7 minutes to leave the neighborhood at peak times — and expressed worry about property values. Wiles said senior facilities typically generate less commuter traffic and offered to study traffic mitigation options, including a potential deceleration lane. He also confirmed renderings and additional details will be shown at a community meeting scheduled for 2026‑06‑03 at the QLS Center on Danford Road.
Wiles emphasized landscaping and buffers as signature elements and said the developer will engage a landscape architect. Staff and the applicant said they would provide more detailed answers about building program and amenities at the upcoming meeting.
