RCA updates: PICA and Willow pipeline certificates granted; production timelines noted

In the final docket highlights, RCA Chair John Espindola reported on two recent pipeline certificate proceedings.

Docket P2207: Oil Search USA received a certificate and permit to construct and operate a common carrier oil pipeline (the PICA sales oil pipeline) that runs from the Nanushuk processing facility in the PICA unit to the Kuparuk pipeline and the Trans Alaska Pipeline System. Espindola said PICA is approximately 22 miles long and was permitted on Oct. 21, 2022; the field is nearing production. "PICA is approximately 22 miles long and is expected to initially deliver in phase 1 80,000 barrels of oil per day with maximum production capacity increasing to 160,000 barrels per day," he said.

Docket P23007: The commission granted Willow Transportation Company a certificate and permit authorizing construction and operation of a new common carrier oil pipeline on Dec. 19, 2023. Espindola said the field is not yet in production and the project remains open pending a compliance filing and initial tariff; Willow's estimated production was stated at about 180,000 barrels per day.

The commission closed its summary and opened for follow-up questions before the committee adjourned.
