Parish council authorizes $1M disaster‑recovery grant, approves project change orders and DOTD agreement; Box Card Road acceptance deferred

The St. Martin Parish Council on April 7 adopted a set of resolutions authorizing grant administration, contract change orders and intergovernmental agreements tied to stormwater, drainage and road projects.

Key actions included adoption of Resolution No. 26‑037‑RS authorizing the Parish President to sign and submit all documents required to implement Grant # B‑18‑DP‑22‑0001 from the Office of Community Development — Disaster Recovery and Mitigation/Resiliency Program in the amount of $1,000,000. The resolution names officials authorized to sign Request for Payment forms and empowers the Parish President to execute the Cooperative Endeavor Agreement and related documents necessary to comply with CDBG requirements.

Council also ratified an intergovernmental agreement with the City of St. Martinville to clear trees and remove silt within the Oliver Lane and Stephanie Drive outfall to improve drainage in parish areas adjacent to the City’s Durand Subdivision. That ratification was adopted unanimously.

On construction matters, the Council authorized Change Order No. 1 (+$15,000) for the Cypress Island/Joe Daigre Drainage System Maintenance Project (Down South Construction Services, LLC), and approved Change Order No. 3 (+$677.44) and an Administrative Change Order (decrease $15,500) for the Henderson Water Level Control Structure Repairs Project (Reliant Industrial Solutions, L.L.C.). The Council also authorized the Parish President to execute a Certificate of Substantial Completion for the Henderson project to be recorded in parish mortgage records.

Parish President Pete Delcambre announced that Box Card Road repairs remain incomplete; accordingly the Council deferred Resolution Summary No. 018‑RS (certificate of substantial completion for the Box Car Road project) until the May 5, 2026 regular meeting.

Finally, the Council authorized the Parish President to negotiate and execute an intergovernmental agreement with the Louisiana Department of Transportation and Development to accept an Act 461 appropriation of $175,000 for milling and overlay work on Sieber Road, and to set terms for project responsibilities.

All measures were adopted by unanimous vote of members present; the minutes record no dissent.
