Houghton County reviews jail study, Canal View appraisal as board weighs timing for new facility

The Houghton County Board of Commissioners heard a final report from a jail committee and discussed next steps for facility planning and a possible sale of the Canal View property.

Faith Morrison, representing the jail committee, summarized an eight-meeting review and a 15-page report that modeled a jail designed for a daily population of about 51 and identified spaces for booking, housing juveniles, and mental-health needs. Morrison said the committee’s recommendations emphasize design details and service areas that would affect capacity and costs.

Chairman Tom Tikkanen and other commissioners discussed reuse of the existing jail (noting a new roof would be required) and the Sharon Avenue property as a potential site for relocated county offices and a new facility. Commissioner Joel Keranen said an appraisal of Canal View will be completed April 23 and circulated to the board when received. Keranen noted the marina has grant stipulations and the transfer station has sale challenges.

The board debated bond timing and financing strategy: Tikkanen raised the question of whether to propose a milage in November 2026 or to wait until November 2028; Morrison noted cost estimates are preliminary. Commissioner Glenn Anderson recommended narrowing needs and consulting contractors and developers to produce clearer cost estimates before committing to a ballot question.

No final motion to sell Canal View or to place a bond on an upcoming ballot was adopted; the board instructed the three committees to continue work and consider a special meeting or discussion at the May meeting once the appraisal and additional contractor input are available.
