Staff member (S7) said the draft edits would preserve small-purchase tiers (including an under-$5,000 tier) and a mid-tier (about $5,000–$25,000) while updating language about exemptions and cooperative purchasing. The staff presentation noted some procurement categories — historically separated into hardware and software — have blurred as departments increasingly buy bundled services and software-as-a-service, and the proposed edits aim to reflect current practice.

Commissioners pressed for more detailed dollar examples to understand when the county would forgo competitive bids, noting recent procurement costs "in the $97,000 range" in one example mentioned during discussion while exploring whether $20,000 or $50,000 thresholds were appropriate for different categories. Staff acknowledged the need for additional data and said they would return with more detailed cost breakdowns and proposed language to preserve competition where appropriate.

Commissioners also discussed cooperative purchasing and federal GSA options; staff noted federal cooperative agreements remain available under the draft rules. No formal vote was taken; staff will provide additional documentation and revised language for a future meeting.
