The Baltimore County House Delegation amended and then voted to advance House Bill 89 after narrowing its scope to require coordination rather than expanded unilateral authority.
The subcommittee presented an amendment (attributed in the subcommittee notes to Delegate Ebersol) that “requires the inspector general of Maryland and the inspector for education to pursue a memorandum of understanding with the Baltimore County inspector general on matters pertaining to the Baltimore County Public School System,” a change Delegate Forbes described to the delegation. The amendment was moved, seconded and carried on a roll call with 14 votes in favor and 4 against.
According to discussion in the delegation, the narrower language was intended to preserve a cooperative path forward after the original or broader version of the bill failed to secure favorable support in the Senate delegation. The chair said the amendment was designed to send a version the Senate might find palatable while still creating a formal path to interagency cooperation.
After the amendment passed, the bill as amended was put to a favorable motion on the floor and the chair later recorded a unanimous favorable count, and the bill will be sent to the appropriate committee for further consideration.
Supporters described the amendment as preserving oversight cooperation while avoiding forcing the state inspector general into an unwanted arrangement; detractors said they preferred the original, broader authority in the introduced bill. The bill will now proceed to committee under the amended language.
