The Milwaukee Board of School Directors voted April 30 to apply a base-wage adjustment for district employees who are not represented by a certified bargaining representative, adopting the same structure used for the PAMPS bargaining unit: a 1.5% increase effective July 1, 2026, and an additional 1.13% effective Jan. 1, 2027, for a cumulative 2.63% increase.
Director O'Halloran moved the management-action motion, which explicitly excluded the superintendent, the chief officer/board clerk, and board directors from the adjustment. The motion directed the chief human resources officer and the chief financial officer to implement the adjustment, update payroll and budget records, and communicate the change to affected employees.
The board also directed the superintendent to provide, within 30 days of adoption, a written report that identifies—by classification—the employee groups to which the adjustment has been applied, the number of employees in each classification, and the basis for inclusion under the motion’s criteria. Director Seemson seconded the motion; it passed on a 7–0 roll-call vote with two directors excused.
The board stated that this action is taken pursuant to its management authority and is not to be construed as collective bargaining or a waiver of reserved rights. The motion took immediate effect upon adoption.
