Board approves $553,000 adjustment to Preschool for All administration budget

The Multnomah County Board of Commissioners approved a budget modification to increase the Preschool for All administration appropriation to reflect an amended intergovernmental agreement with the City of Portland.

"For the record, Eric Arellano, chief financial officer. I am here to request your approval on a budget modification that will increase the appropriation under program offer 72052B…by $553,667," Eric Arellano told the board. He said the county and city manage tax administration jointly under a 10‑year IGA initiated in 2021 and that the allocation of administrative costs was adjusted after actual collections were higher than originally estimated for the Preschool for All program.

Arellano said the increase represents an approximate 8% rise for FY26 and raises the program budget from about $6.8 million to roughly $7.3 million. He told commissioners the amended not‑to‑exceed amount better aligns the county's share of administration costs with actual revenue allocations.

The board voted to approve the budget modification. The presenters said the amended IGA previously went to city council and that the county action is the budgetary component to match that agreement.

Next steps: the county will enact the budget adjustment and continue intergovernmental administration under the terms of the amended IGA with Portland.
