The Senate Health and Human Services committee advanced House Bill 1344 after sponsor remarks and supportive testimony from the Colorado Foot and Ankle Society.
Senator Linstead, the bill sponsor, described HB 1344 as "a pretty straightforward bill" that applies a nine-year sunset to the podiatry board and adds a requirement that podiatrists maintain a written plan ensuring secure handling of patient medical records and patient access if a provider "dies or retires or otherwise leaves the practice." "We have 288 podiatry licenses in the state overseen by the podiatry board," Linstead said, and described the records plan as the single substantive change from prior years.
Lisa Ward, the lobbyist for the Colorado Foot and Ankle Society, and Dr. Anna Weber, a licensed podiatrist and president of the society, testified in support. Dr. Weber told the committee the bill "ensures that foot and ankle care ... is overseen by professionals with the appropriate clinical training and expertise," and thanked the committee for preserving a model she described as working "efficiently" to support patient safety and professional accountability.
After the witness phase and no amendments, a committee member moved to refer HB 1344 to the Committee on Appropriations. The motion carried by unanimous roll call. The committee also placed the bill on the consent calendar as part of its procedural actions.
