The Enumclaw City Council on April 27 approved two formal measures: a resolution creating a sewer assessment reimbursement area for sewer installed as part of the Roosevelt Avenue roundabout, and a resolution authorizing the mayor to submit a grant application to the Washington State Recreation and Conservation Office for youth athletic-field lighting.
City staff explained the sewer reimbursement measure was tied to sewer work installed through the roundabout project and affects four parcels adjacent to Roosevelt Avenue. Community Development Director Chris Searcy said the original construction estimate was about $60,000 but soil and administrative issues increased the cost so that the city is seeking to recoup “slightly under $88,000” from the parcels through a late-comers reimbursement agreement. Council moved and approved Resolution 1872 establishing the assessment reimbursement area.
Parks Director Aliyah Hibbs told the council the RCO grant would request $400,000 toward relamping and new lighting for Boise Creek fields and two additional unlit fields. Hibbs said existing impact fees provide $202,000 toward the required 50% match; the remainder — about $198,000 — would be budgeted in 2027, and the overall project budget (including a 15% contingency) is roughly $800,000. Staff recommended approval of Resolution 1874 to authorize the grant application; Councilmember Krejzer moved the measure and Councilmember Smith seconded it. The council approved the resolution by voice vote.
Both measures passed by voice vote without roll-call tallies recorded in the meeting transcript. The sewer resolution will be recorded against the affected parcels as a reimbursement agreement; the grant authorization permits city staff to pursue the RCO funding and return with required match confirmation and budget plans.
The council moved on to other business after approving both resolutions.
