Moody City Council on April 13 approved a set of routine measures including equipment purchases, police training travel and steps to fill a vacant patrol position.
The council unanimously approved a $2,719.90 purchase of a two-basket tabletop fryer for the park concession stand, requested by Mike Staggs of Park and Rec and charged to Concession Stand Exp. (01-561-0000). The council also authorized sending two Moody Police Department sergeants to the FBI LEEDA Trilogy training in Hoover, Ala., May 18–22 at a budgeted cost of $1,600, and approved advertising to hire a replacement for a resigned officer after Chief/MPD representative Steven Humber introduced new officer Eathan Heard, who was presented to the council as having six years of experience.
Chief Larry Horton of the Moody Fire Department requested approval to buy new automated external defibrillators and replacement battery/pad packs from Heartsine Samaritan AED Products for $30,000; the purchase was described in the minutes as funded with Opioid Settlement Funds and was approved by the council.
Motions were moved and seconded by council members as recorded in the minutes: approval of the published agenda (moved by Council Member Ellis Key), approval of the March 23, 2026 minutes with a correction (moved by Council Member Linda Crowe), the fryer purchase (moved by Council Member Matt Morris), the training travel (moved by Council Member Matt Morris), advertisement to hire (moved by Council Member Linda Crowe), and the AED purchase (moved by Council Member Wes Harrell). The minutes record that motions carried; several entries state votes were unanimous or "all present voted AYE." One vote on the March 23 minutes is recorded as carried with all present voting AYE except Wes Harrell, who is listed as abstaining.
The minutes also contain a discrepancy on attendance: the roll call at the start of the minutes records Wes Harrell as absent, yet later motions list him as seconding and/or voting and the March 23 minutes entry records him as abstaining. The minutes do not resolve that inconsistency.
The meeting was closed at 6:22 p.m. with no additional business recorded. The minutes were attested by City Clerk Tracy L. Patterson on April 27, 2026.
Notes: vote tallies are recorded in the minutes as "all present voted AYE" or with a single named abstention; the minutes do not specify numeric tallies of council members present for each vote.
