Harris County highlights apprenticeship program after $11 million ARPA investment; apprentices describe career gains

Harris County Commissioners Court used part of its recognition agenda to highlight National Apprenticeship Week and local workforce development, and apprentices described how county-supported programs have led to credentialing and improved job outcomes.

Shelly Baker of the Texas Gulf Coast Area Labor Federation thanked Commissioners Briones and Garcia for the county’s continuing support of registered apprenticeships and said the county’s 2023 ARPA investment—described in the hearing as nearly $11 million—seeded a nationally recognized local initiative. Speakers reported that, over nearly three years, the initiative has connected more than 900 Harris County workers to apprenticeships across multiple trades. Several apprentices testified that the program is an ‘‘earn-while-you-learn’’ pathway that leads to journeyman status and wage increases; one speaker said he recently passed a state licensing exam and was “a few months away from becoming a journeyman.”

Commissioners and the judge praised the program’s role in economic mobility and noted the county’s decision to include apprenticeship funding in FY27 planning. The court recognized multiple labor partners and local training providers; no new contract awards or budget votes were conducted on the floor during the remarks.

Ending: County staff and partners will continue program implementation and outreach; the court asked that partners remain engaged in local recruitment and retention efforts.
