House regulatory reform committee adopts multiple substitutes, reports dozen bills

The House Regulatory Reform Committee, chaired by Aragona, convened and advanced a broad set of bills, adopting substitutes and reporting multiple measures with recommendations to other committees.

Representative Boland testified in favor of House Bill 5755, saying the bill “creates a straightforward and common-sense approach to ensure that legislative reports are both transparent and accessible” by posting reports in a consistent, single, searchable location. Lisa McGraw of the Michigan Press Association told the committee the bill should require historical reports to be posted, suggesting archives going back “up to at least 10 years” to provide context for evaluating trends.

The panel then moved quickly to floor-style procedure: members adopted substitute H1 to HB5558 and voted to report that bill to the Committee on Rules. Over the course of the session the committee adopted substitutes and reported a package of HB55xx bills (including HB5558, HB5559, HB5560, HB5561 and related measures) with recommendations. The clerk announced roll-call outcomes after each motion.

Why it matters

Committees that advance substitute language and report bills set the path for floor consideration. The actions taken moved several regulatory and technical bills closer to full-chamber debate while clearing time to hear substantive testimony in the same session.
